After a number of residents outside of the CID boundary area expressed interest in becoming part of the Clifton CID, a steering committee was formed to explore the feasibility of this expansion
We’ve met all the City requirements to proceed further. This included presenting the draft amended business plan and budget to members at our recent AGM, to obtain their support and approval for the project to proceed.
Jo McLeod, Gilly Meyer, Jonathan Ackerman, Philip Gullan and Giuseppe Ciucci are all members of the Steering Committee driving this project. Their participation has been invaluable inputting forward concerns and suggestions as owners in the proposed boundary extpansion area which informed the amended business plan, also for their work in talking to neighbours and friends about the concept and obtaining their support.

NOTICE OF PUBLIC MEETING
APPLICATION FOR THE PROPOSED BOUNDARY EXPANSION OF THE CLIFTON CITY IMPROVEMENT DISTRICT (CLIFTON CID)
At the Clifton CID Annual General Meeting (AGM) held on 29 October 2024 the Members of the Clifton CID approved an amended business plan in support of the proposed boundary expansion, as required in terms of section 26(2)(b) of the City of Cape Town: City Improvement District By-law, 2023 (the “By-law”).
The proposed expanded geographical area will include the apartment blocks on the sea side of Victoria Road as well as the area referred to as the Bantry Bay Caves, a map depicting the proposed new boundary is available here: https://www.cliftoncid.co.za/proposed-boundary-extension/
The purpose of the upcoming public meeting is to:
- Inform Additional Rate Payers in the Clifton CID of their right to submit a written objection to the proposed expansion to the Clifton CID, in terms of section 26(2)(f)(ii) of the By-law.
- Elicit comments on the amended business plan within 30 days from the local community, Additional Rate Payers in the Clifton CID and affected property owners within the proposed expanded area, in terms of section 26(2)(g) of the By-law.

All property owners are automatically entered in the Interested Parties Register for the CID expansion in terms of clause 9.3 of the CID Policy (the “register”). Other members of the local community who wish to register as interested persons must contact the applicant at email: info@cliftoncid.co.za

Any written objections to the application must be submitted by close of business on 24th of January 2025, following the public meeting to info@cliftoncid.co.za
The Clifton CID is primarily a residential improvement district. According to section 26(2)(f)(iii) of the By-law, Council may approve the amendment unless written objections are received from at least 40% of the additional rate payers within the Clifton CID.
